Terms and Conditions

Effective Date: Oct 4, 2026
Last Updated: Oct 4, 2026

These Terms and Conditions (“Terms”) govern your access to and use of the Pullman Child Welfare website, client and staff account portal, program-signup services, and related online services (collectively, the “Services”).

In these Terms, “Pullman Child Welfare,” “PCWA,” “we,” “us,” and “our” mean Pullman Child Welfare. “You” means a person who visits the website, uses the Services, creates or uses an account, provides information through a form, enrolls in a program, or otherwise interacts with the Services.

By accessing or using the Services, you agree to these Terms and to our Privacy Policy. If you do not agree, do not use the Services.

Use of Services

You may use the Services only for lawful purposes and in accordance with these Terms.

You agree not to:

  • Provide false, misleading, incomplete, or unauthorized information.

  • Use another person’s account or attempt to access an account without authorization.

  • Interfere with, disrupt, damage, overload, reverse engineer, or attempt to gain unauthorized access to the Services or related systems.

  • Use the Services to transmit harmful code, spam, fraud, threats, harassment, or unlawful content.

  • Use information obtained through the Services for an unlawful purpose or in a manner that violates another person’s privacy, rights, or applicable law.

We may suspend, restrict, or terminate access to the Services when reasonably necessary to protect users, our systems, program operations, legal compliance, or organizational security.

Accounts and Information

Certain Services may require a client or staff account. You are responsible for providing accurate, current information and for protecting your account credentials.

You must notify us promptly if you believe that your account, password, or other credentials have been lost, stolen, disclosed, or used without authorization.

Creating an account, entering an address, signing up for a program, or submitting information through the Services does not itself guarantee eligibility, enrollment, benefits, services, or any particular outcome. Pullman Child Welfare administers programs under its applicable policies, procedures, eligibility requirements, available resources, and legal obligations.

Address Validation and Google Maps Platform

When you create or update a client account, or when an authorized staff member verifies an address entered in the Services, Pullman Child Welfare may use address-validation tools to help standardize mailing addresses, reduce returned mail, maintain accurate records, and support mailing-related operations.

The Services may include Google Maps Platform features and content, including the Google Address Validation API.

Address validation is used to help identify formatting or delivery issues. It does not, by itself, determine identity, household composition, eligibility, residency, access to services, benefits, or any other decision affecting an individual. Pullman Child Welfare does not make those decisions solely on the basis of an automated address-validation result.

By using Google Maps Platform features and content within the Services, you agree that your use of those features and content is subject to the then-current:

Google Maps Platform may receive information necessary to provide address-validation services, including the address entered through the Services. Our collection, use, retention, and sharing of information are described in our Privacy Policy.

Google requires this end-user notice and flow-down in the customer application’s terms of service for applications that include Google Maps features or content.cloud.google+1

Program Text Messages

If you provide a mobile telephone number and affirmatively opt in where required, Pullman Child Welfare may send recurring SMS or MMS text messages related to holiday programs, including signup confirmations, enrollment information, reminders, and other program-related updates.

Program name: Pullman Child Welfare Holiday Program Alerts
Message frequency: Up to 4 messages per month; frequency may vary based on your signup, program activity, and communications you request.
Cost: Pullman Child Welfare does not charge you to receive messages, but message and data rates may apply under your mobile plan.
Opt out: Reply STOP to any message to cancel. You may receive one confirmation message after your opt-out request.
Help: Reply HELP to any message for assistance, or call (509) 338-0801.
Participating carriers: Participating carriers may include AT&T, T-Mobile, Verizon, U.S. Cellular, Boost, Cricket, Metro by T-Mobile, and others. Carriers are not liable for delayed or undelivered messages.
Number changes: You agree to tell us promptly if your mobile number changes and to update your account information, if applicable.

Consent to receive text messages is not a condition of receiving services, enrolling in a program, or making a donation, unless text messaging is necessary to deliver a communication method you specifically request.

We do not share mobile-phone information, SMS opt-in data, or SMS consent with third parties or affiliates for their marketing or promotional purposes. We may share necessary information with vendors that provide text-message delivery services or where required by law.

The message program may be changed, suspended, or discontinued when reasonably necessary for operational, security, legal, or programmatic reasons.

Clear affirmative consent—not simply entering a phone number—is generally expected for recurring text messaging. Clear STOP and HELP instructions, a message-frequency disclosure, and message/data-rate disclosure are core SMS compliance elements.twilio+1

Donations Through Square

The Services may include links to donation or payment pages operated by Square. Donations and payment-card transactions are processed by Square or its payment-processing services, not directly through Pullman Child Welfare’s website.

When you follow a link to Square, Square’s terms and privacy practices apply to its payment experience. Review Square’s Privacy Notice and applicable Square terms before providing payment information.

A donation does not create a client-service relationship, promise of services, or entitlement to program participation.

Intellectual Property

The website and Services, including their content, design, text, graphics, logos, and other materials, are owned by or licensed to Pullman Child Welfare unless otherwise identified.

You may view and use the website for personal, noncommercial, and lawful purposes. You may not copy, reproduce, distribute, modify, publicly display, or create derivative works from website materials without our prior written permission, except as permitted by law.

Third-Party Services and Links

The Services may contain links to third-party websites or services, including Google Maps Platform and Square. We do not control, endorse, or assume responsibility for third-party websites, content, availability, security, privacy practices, products, or services.

Your use of a third-party website or service is governed by that third party’s terms and privacy policy.

Disclaimers

We strive to keep website and program information accurate and current, but we do not guarantee that the Services will always be available, uninterrupted, error-free, complete, or current.

Address-validation results are provided to help improve mailing-address quality. They are not a guarantee that mail will be delivered, that an address is associated with a particular person or household, or that a person meets program requirements.

To the extent permitted by law, the Services are provided on an “as is” and “as available” basis, without warranties of any kind, whether express, implied, or statutory.

Limitation of Liability

To the extent permitted by applicable law, Pullman Child Welfare and its directors, officers, employees, volunteers, contractors, and agents will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages arising out of or related to your use of, inability to use, or reliance on the Services.

Nothing in these Terms limits liability that cannot lawfully be limited or excluded.

Changes to These Terms

We may update these Terms from time to time to reflect changes in our Services, program operations, technology, legal requirements, or organizational practices.

When we update these Terms, we will post the updated version on this page and revise the “Last Updated” date. Your continued use of the Services after the updated Terms are posted means that you accept the revised Terms, to the extent permitted by law.
